OK, not totally sure here, but I think the guy with the ‘meat hook’ stroke on lane 4 from us is Frédérick Bousquet, here winning the men’s 50 freestyle prelims at the LEN 2009 European Short Course Championships in Istanbul, Turkey in 21.18, on his way to winning the event in 20.53 that same evening.

France sends 41 swimmers to the Debrecen 2012 Europeans
According to SwimSwam, the French are sending 41 swimmers the the European Championships in Debrecen, Hungary in May, including Frédérick Bousquet and Sébastien Rouault who missed out on Olympic participation, and their entire Olympic team.
